In most video surveillance systems, video from one or
two cameras is stored onto multiplexed videocassette recorders
or digital video recorders located nearby the cameras
themselves. If the videotapes survive the fire or explosion
that often follows an incident, the video can be viewed
later.
Many vulnerable assets have even less security. Each time
a peace officer leaves her vehicle to approach a citizen,
